Activo pensador dos media contemporâneos, filósofo e professor, defensor da Rádio Pirata. Ensinou milhares a construir emissores FM, emissores de TV, e vem difundindo os conceitos de Rádio Arte e da manipulação das ondas electromagnéticas para fruição estética.

Vale a pena visitar o site Polymorphous Spaces, o arquivo do nipónico, mas não pelo wireframing ou layout. Trata-se de uma estrutura  de informação  parca em requinte visual, embora o estilo experimental oldschool da homepage seja uma proposta atraente.

Tetsuo Kogawa estudou filosofia nas universidades de Sophia (Tokyo) e Waseda. Actualmente trabalha como Professor de Multimédia Experimental no Departamento de Comunicação Social da Universidade de Keizai, em Tóquio.
Kogawa foi um dos primeiros defensores da rádio livre no Japão, e a sua abordagem ecléctica, que envolve criticismo, espectáculo e activismo, é sobejamente conhecida. Escreveu mais de 30 livros e inúmeros artigos sobre rádio arte, média, cinema, espaço urbano e micropolítica. Organizou várias sessões de formação prática sobre a construção de transmissores Mini FM e micro rádio, que apresentou em várias cidades no Canadá, nos EUA e na Europa. Nos seus projectos, como “Radio Party“, “Translocal Palimpsest” e “Radio Kinesonus“, combina a estética experimental e pirata da tecnologia do Mini Fm e da micro rádio com o fluxo de média pela Internet
I started to get involved with free radio a long time ago. As you know, radio covers a certain range in a district or community. During my involvement, sometimes I found that even if there was no audience, the person who does the broadcasting enjoys themselves and can find themselves feeling involved with an invisible community. Free radio does not play a role of an instrument that carries information to others, but rather is interactive. We always give the address and telephone number so that the audience can work together with us and, at the same time, when we get a telephone call they are directly connected to the radio transmission. Thus, the telephone caller can immediately join in the program. The broadcasting location is usually very small so people can come over to the place and join the radio program easily. I can say that at our radio there is no difference between the senders and receivers.My performance is basically Radio Art. In general, Radio Art has been considered to be art that uses radio. In the history of Radio Art, the definition is still ambiguous and there is still more to work out. If I quote from the article, What is the Difference Between Radio Art and Art Radio, most local radio art is just like Radio Art from my understanding. They are using materials used by radio stations and only the content is different.  However, Radio Art is a new concept of art. Radio Art must insist on how to use the air waves. So in my Radio Art, I am not only concerned with sound, but also, depending on the system of air waves, how you can control the sound. It is not only about sound, but also about visual images.
